| When an ip gets locked by password, I think it depends above all on the mentality of the owner.
Swedish users, for example, usually never lock their ip with password.
Slovenian and Bulgarian ips, instead, are the ones that get locked most frequently (just do a scan and you will see that 90% of Slovenian ips are protected by username and password, as well as 100% of Bulgarian ips).

Portuguese are among the easiest ips to find available around. Many Swiss ips have portuguese channels (I don't know why.. maybe because in Switzerland there are many immigrants interested in portuguese channels...).
Besides, Portugal is one of the countries with the fastest internet connection. Just go to Nirsoft and scan PT Comunicacoes S.A.
You will find many portuguese ips with a good speed. And a lot of them are not locked...

Notice: these Irish ips work great with UK and Indian channels. Most of them have a great speed (thanks to UPC Ireland), and multiple tuners too.
Please do not ask me s*y italy, as I think it is not convenient to post db ips related with Italy (due to the powerful mediatic censorship existing in Italy)
